HUD has temporarily reinstated the FY 24-25 NOFO
The U.S. Department of Housing and Urban Development (HUD) released an update regarding the FY 2025 Continuum of Care (CoC) funding process. This update includes important information on upcoming deadlines and HUD’s plans for processing applications and projects. As a result, HUD is required to return to the status quo under the FY 2024–2025 NOFO. This means HUD must take steps to process eligible FY2025 renewal projects using the FY2024–2025 NOFO rules. However, the court was clear that this order does not require HUD to award or obligate funds at this time.
Community Alliance for the Homeless (CAFTH) is currently reviewing this guidance and awaiting additional clarification from HUD. In the meantime, we have included the FY 2025 CoC and Youth Homelessness Demonstration Program (YHDP) Notice of Funding Opportunity (NOFO) below for your review.

A final decision from the lawsuit regarding the FY2025 NOFO is expected to be released towards the end of February 2026. CAFTH will continue to monitor the situation and provide the community with updates as they become available. What is a Notice of Funding Opportunity (NOFO)?
The Notice of Funding Opportunity – also called “the NOFO” – is an annual funding opportunity provided by the United States Department of Housing and Urban Development (HUD) for Continuum of Care regions across the United States. The NOFO is a process for awarding funds to non-profit providers, states, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth.
