As outlined in the Memphis/Shelby County Continuum of Care's Coordinated Entry Manual, all Veterans referred to coordinated entry may be eligible for additional housing benefits. In order to ensure all Veterans are properly screened and assessed for these benefits, all service providers should refer potential Veterans experiencing homelessness to the appropriate entry points below.

VBNL Process FlowAfter a Veteran client is screened or assessed by one of the community's two main entry points,

the Veteran will be triaged to understand whether they're available for Supportive Services for
Veterans (SSVF), a Veterans Affairs Supportive Housing voucher (HUD VASH), or Grant Per Diem
(Transitional Housing), in addition to community-wide resources available to all families and
singles experiencing homelessness.

If a Veteran completes their screening process, and is not immediately eligible for Veteran-specific services, or is better suited for community-wide resources available to all families and singles
experiencing homelessness, they may also be added to what's known as the Veterans By-Name List (VBNL), 
where clients are case conferenced during the weekly Veterans Committee meeting.
