FY2026 CoC Builds NOFO

The CoC Builds Grant is a HUD-facilitated funding opportunity. Funds may be awarded to competitive projects in CoC geographical areas that leverage funds for the construction, acquisition, or rehabilitation of Permanent Supportive Housing (PSH) Units to ultimately reduce the number of folks experiencing homelessness. By leveraging these funds, communities can expand their housing capacity and offer long-term solutions to individuals and families experiencing homelessness.

How is this NOFO different from the CoC Program Competition NOFO?

All activities under the CoCBuilds NOFO are eligible activities under the CoC Program statute and regulations. This NOFO provides targeted funding to CoCs to add new Permanent Supportive Housing units in their geographic area through new construction, rehabilitation, or acquisition to provide housing and services to individuals and families experiencing homelessness where at least one member of the household has a disability.

How many projects and how much does HUD anticipate awarding?

HUD plans to award 8 projects under this NOFO with $100,000,000 in funding. Locally, Memphis & Shelby County can apply for $11,000,000.

What is the match requirement?

The CoCBuilds NOFO has a 25 percent match requirement
that can be cash or in-kind, or a combination of both. See 24
CFR 578.73 for additional information regarding the match.

What are the goals of the CoC Builds Nofo?
  1. Increasing Supportive Housing for People with Disabilities. HUD is seeking applications for PSH projects that are dedicated to serving individuals with a disability, particularly elderly individuals (over age 62). Unlike Transitional Housing projects designed to facilitate moving on to self-sufficiency, HUD encourages PSH resources to be reserved and prioritized for individuals likely to have indefinite support needs who the CoC determines are unlikely to regain self-sufficiency. Given the significant supply of existing PSH across the nation and the underutilization of interim and Transitional Housing solutions; HUD is seeking PSH projects that meet targeted needs in communities, unmet by existing PSH. 
  2. Partnering with Housing, Health, and Social Service Organizations. HUD encourages CoCs to apply for PSH projects that coordinate with housing, healthcare, and social service organizations (e.g. primary healthcare, substance-use disorder treatment, mental health treatment, and other services) within the PSH project. 
  3. Engaging Participants in Services and Community. HUD is seeking PSH projects that engage participants in services designed to assist them in living independently (i.e., case management, life skills, on-site work or volunteer opportunities, etc.). Projects should facilitate community building among participants.

Ensure the document is accurately completed and then signed and dated by your jurisdiction’s authorized official.

Who completes and submits the application?

-The application should be completed by the organization that is requesting the funds.
-Completed applications will be submitted in e-snaps to your CoC’s designated Collaborative Applicant (Community Alliance for the Homeless) for review.
-The Continuum of Care’s designated Collaborative Applicant (Community Alliance for the Homeless) will submit the final application via e-snaps to HUD.

Do we need to specify the supportive services or operating cost categories we intend to provide?

Yes, fill out all budget line items that you are requesting in detail. Once you select the type of funds you are requesting, the corresponding budget pages will open.

How many years can the grant terms be?

Grant terms may be 2, 3, 4, or 5 years.

Is there a cap on specific budget line items?

Yes, no more than 20% of each award may be used for other eligible CoC program activities (Section IV.B.1.b) associated with the permanent supportive housing (PSH) project, and no more than 10% of an award may be used for project administration.
