What is a Notice of Funding Opportunity (NOFO)?

The Notice of Funding Opportunity –also called “the NOFO” –  is a funding opportunity provided annually by the United States Department of Housing and Urban Development (HUD) for Continuum of Care regions across the United States. The NOFO is a process for awarding funds to non-profit providers, states, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth.

The Community Alliance for the Homeless (CAFTH) is pleased to announce the release of the 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) competition process. Agencies interested in applying for new or renewal project funding are encouraged to review the timeline below and participate in all applicable information sessions and technical assistance opportunities. The NOFO competition is an important opportunity for our community to secure funding that supports programs and services for individuals and families experiencing homelessness throughout Shelby County.

CAFTH encourages all project applicants, stakeholders, and community partners to remain engaged throughout the competition process. Additional guidance, application materials, and meeting information will be distributed as they become available.   • All New and Renewal Project Applications are due in e-snaps, by Friday, July 31st by 2:59:59pm.
  • Ranking and Review Committee meets to review and score proposals the week of TBD.
  • Governing Council will review the recommendations.
  • Project Notification, by TBD.
  • NOTE: The Rank and Review Committee will review Program Applications for eligibility. If your project is deemed ineligible, you will be promptly notified. Please be advised that the applicant is solely responsible for the content and accuracy of the Program Application.
  • The Consolidated Application will be completed by CAFTH and posted on the website prior to submission.

Rank & Review Committee:

The Memphis/Shelby County Homeless Consortium Rank and Review Committee will review, score, and prioritize the applications based on HUD’s priorities and local CoC policies and priorities.
