What is the CoC/YHDP Notice of Funding Opportunity (NOFO)?
Community Alliance for the Homeless (CAFTH) is sharing the Department of Housing and Urban Development’s 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) competition process, released on June 1, 2026. Agencies interested in applying for new or renewal project funding are encouraged to review the timeline below and participate in all applicable information sessions and technical assistance opportunities. The NOFO competition is an important opportunity for our community to secure funding that supports programs and services for individuals and families experiencing homelessness throughout Shelby County.

CAFTH encourages all project applicants, stakeholders, and community partners to remain engaged throughout the competition process. Additional guidance, application materials, and meeting information will be distributed as they become available. Consumer Surveys
Consumer surveys are feedback forms that current projects use to evaluate their programs from clients’ perspectives. Please note: the forms below are the same, but YHDP projects requested a digital version.
Grant Inventory Worksheets (GIW)
The purpose of these worksheets is to ensure that HUD and CoCs agree on all grants that will expire during the period from 1/1/27 to 12/31/27, and to establish each CoC’s FY 2026 Annual Renewal Demand (ARD) amount.
As HUD bases its funding decisions for the FY 2026 renewal award on the amounts indicated on the GIWs, it is imperative that ALL projects eligible for renewal are on the worksheets and the amounts indicated are correct, as this will establish the CoC’s ARD amount.

ESNAPS
ESNAPS is the application and grants management system for HUD’s Continuum of Care (CoC) Program. This system supports the CoC Consolidated Application – CoC Application, CoC Priority Listing, and project applications for the CoC Program Competition. It also supports the Technical Submission process for project applications conditionally selected for award.
